There is no single best SEO company in Perth or anywhere else, because the right provider depends entirely on your site and your situation. There are, however, reliable ways to rule people out.

Promises that should end the conversation
Guaranteed rankings. Nobody controls Google's results, and anyone offering a guarantee is either misunderstanding their own work or counting on you not checking.
A specific number of links per month. That converts link building into link buying, because earned links do not arrive on a schedule.
Results within thirty days on competitive terms. Technical fixes can move quickly. Competitive positions do not.
A fixed package quoted before anyone has looked at your site. That is a menu, not a diagnosis.
Questions that reveal a great deal
Who specifically will do the work, and can I speak to them? Layers between you and the practitioner are where quality is lost.
What will you do in month one, precisely? Vagueness here predicts vagueness throughout.
How do you build links? If the answer is unclear or evasive, assume the worst, because the liability lands on your domain.
What would make you tell us to stop? The best answer to this question is a real one. Most providers do not have it ready.
Do we keep the work if we leave? Content and technical changes on your own site should be yours.

Published Australian market figures commonly put entry-level retainers around one thousand dollars a month, rising substantially with scope. Quotes far below that are worth interrogating, because the skilled hours do not exist at that price.
Something is being cut at the bottom of the market, and it is usually either who touches your site or how safe their tactics are.
Local or not
Whether an agency sits in your city matters much less than the industry implies. Every ranking factor is remote. Proximity is worth something if you value meeting in person, and nothing at all to your rankings.
